
Pipeline sectional replacement is a high-risk operational intervention. Removing compromised infrastructure requires breaking containment, executing hot-work (cutting and welding), and managing heavy crane lifts. The primary hazard, however, is the uncontrolled release of hazardous energy or process fluids.

The Principle of Positive Isolation
Before any mechanical work begins, the pipeline segment must be entirely separated from the active facility network. Relying on a single closed valve is unacceptable.
Our engineering and safety teams coordinate with facility operators to achieve positive isolation. This typically involves Double Block and Bleed (DBB) methodologies, ensuring that even if an upstream valve passes fluid, the pressure is safely vented away from the work area. Once isolated, lines are systematically purged of residual hydrocarbons or toxic gases.
Physical Locking and Traceability
Isolation is only effective if it cannot be accidentally reversed. Tapcape mandates physical lock-out protocols for every energy source related to the intervention block—including mechanical valves, electrical actuators, and hydraulic pumps.
- Individual Accountability: Every technician working on the isolated section applies their own personal lock to the isolation point or group lockbox.
- Verification: After locks are applied, we perform a “try” step (Lock-Out/Tag-Out/Try-Out). We actively attempt to operate the equipment or verify zero pressure on downstream gauges to prove the isolation holds.
Permit to Work Integration
LOTO does not exist in a vacuum; it is the physical enforcement of the Permit to Work (PTW). Our HSE supervisors remain on-site to ensure continuous atmospheric monitoring (gas testing) and to manage the strict handover process once the sectional replacement is complete and the line is ready for recommissioning.
